This is indeed possible.

KDE Software uses a configuration system that allows settings to be placed in 
multiple different locations, a bit like executable search paths in $PATH.

Whether a user local configuration file for an application can be copied to more 
global location verbatim or needs modification depends a bit on the type of 
settings.
E.g. paths might need to be edited to contain wildcards so that they are 
correct for the respective user.
