However, I think that behavior that you describe is correct since when you copy from a file manager, what you expect is the URL that can be used to reference the file in any application and that includes if you pasted it into a Konsole. What is happening is that all special characters are being converted to the % form which might not be needed in all cases however it is needed in the case of a which is not recognized by all applications.
