Remember that your linux distro itself sets/adjusts time/zones as does kde. 
The problem is compounded if it is a dual boot machine with windows as win 
uses the clock set to local time and linux set to UTC (GMT etc)

The easiest solution is to set everything to local time and not use the time 
zones at all.
