Of course it complains about missing access rights... A user should only  
be able to save to yheir home directory. As to the default download any  
filetype can be set to open or saved to disk under file-associations in  
the kde- control centre but most distros supply kget to be used as the  
integrated download manager for konq and it also allows different folders  
for different filetypes downloaded.
