Hi,

If you variable QTDIR is empty ( type echo $QTDIR) I guess you have to set it.
There must be some other bash file that Linux runs as root (perhaps in /etc/
rc.d ?)
It may just be enough to type it in the shell from which you try to build 
KAlarm     (Please note that I'm not a guru)
QTDIR=/usr/lib/qt3  with no spaces around the "="
Also make sure QTDIR/bin is in PATH
