Dominique Duchesne wrote about this problem about a week ago in an email 
with the same title.  I'm reposting it here for convenience:

"I just installed the French version of Kde 3.3.1 using Konstruct.

Everyting went pretty well, and seems to be functionning properly so 
far, except for a text formatting problem in all the menus and title 
bars of Kde native applications.  Here's a sample of what I see 
on-screen, for example in the main menu bar:

(&)(&)(&)(&)(!)((!)(!)(!)(!)(!)(!)!)&(!)Bureautique
(!)Configuration
(&)(&)(&)(&)(&)(&)(&)(&)(&)(&)(!)&(!)(!)(!)(!)(!)(!)(!)(!)(!)(!)(!)Développement

etc...

The number or position of the & and ! seems to be constantly changing 
every time I access the menu.


Other applications unrelated to Kde don't have the same problem.  I 
tried to switch the language to English, but the problem remains.

I would appreciate some suggestions, or else I will have to go back to 
using Kde 3.2

I'm having the exact same problem only I installed the American English version.  Is \
there any solution to this?  Switching themes has no effect.  It gets worse as time \
progresses and makes it very impossible to use the system.   Switching fonts didn't \
help either.
