I don't know about best, but I found one very intresting yesterday.
Slax 4.2 close live-cd relative to Slackware 10.0
I know there are many intresting Kde live-distros, Knoppix perhaps
the most well known.
But this small distro with kde is only about 200mb and you
can use it directly from ram.
If you have more than 256mb ram, you just say in boot: slax copy2ram eject
It takes a while to boot but afterwards I think this is the most fastest 
kde-distro I have tried so far :)
Also laptop runs cooler and use less of battery cause don't have to spin the
disk!
Then you can save the config to hd, or floppy, or usb-stick.
