kcontrol? Do you mean kdm? 

Sounds like a path problem. Make sure you set KDEDIR in 
your .bash_profile. Also - X11 might not be picking up the newly 
compiled KDE. I'm not sure about SUSE, but on my system I had to add 
the new bin dir of KDE to my /etc/X11/prefdm file and then switch to 
run level 3 and back to 5 for it to work (init 3 and then init 5 as 
root).
