On my version: goto the 'Settings' menu, then 'Configure Knoqueror...'. 
In the dialog that opens, select the 'Java & Java Script' configuration 
page and then select the 'JavaScript' tab.

You'll see that 'Enable Debugger' and 'Report errors' are disabled by 
default. Check these boxes and it should work. If the debugger doesn't 
open automatcially there me be an icon for it on the bottm right of the 
browser.
