I found a setting (I don't know how it got changed...) in:
~/.kde/share/config/knotifyrc
Use Arts=false
I changed that to true and now it all works. (Well, SORT of...; I get an arts
failure notice at startup, which I have to click "Try Again". THEN everything
works.)
