If you right click on the clock and choose an explicit timezone, does it 
show the correct time for that zone?  I had a possibly similar problem 
once, where choosing "Local Timezone" would show UTC but explicitly 
choosing "America/Los Angeles" would show my local time.  I fixed it by 
running "hwclock --utc" (probably as root).
