My setup:

Fedora Core release 2.90 (FC3 Test 1)
model name	: Intel(R) Pentium(R) 4 CPU 2.00GHz
cpu MHz		: 1994.632
kde-3.2

Is it possible while running kde-3.2 desktop to reinitialize all var
and reread any startup config etc without leaving the desktop.  At
least not visibly.

I'm looking for a way to basically restart kde to test certain kinds
of configs.  One example that comes to mind would be a new setting in
.xbindkeysrc (non-kde xbindkeys program config file).

Or changes in ~/.Xresources which seem to need to restart the desktop
to become effective.

I'd like to see changes in those configs displayed in desktop without
having to logout and back in.
