By that; they mean (KDE + Linux) not ( KDE or Linux)
Specifically it is for technical/operational problems with running KDE 
on linux systems as distinct from non-linux system such as ***BSD & 
Unices.  Purely linux questions dont meet the criteria even if you *DO* 
have KDE on your system as well :-)

The KDE list was meant more as a newbie/ operational question list but 
there is a lot of overlap with this list.
These distinctions aren't made to be petty; They are to prevent 
subscribers from having to wade through a whole lot of posts on things 
that they don't give a damn about when on a list that is already quite 
busy in its own right.
