I have this problem *lots*. My solution is to install, not upgrade, the 
openssl packages. So, from scratch:

<23> $ rpm -ihv openssl-1.xxxx..i386.rpm
<24> $ rpm -ihv openssl-2.xxxx..i386.rpm
<25> $ rpm -q openssl

If you do -2 second, I think you end up using the -2 development 
includes/libs by default.
