Hi Tim
You have to do some settings:
1.) Your Project-Directory must be in the servers DOCUMENT_ROOT. You can use 
every directory, which is accessable by your webserver.

2.)Open the Project->Project_Options-Dialog. At the Registercard (I assume) 
Network (in german the card names "Netzwerk") you have choose the option "Use 
preview prefix" and then enter the proper prefix to your project. (i.e.
http://localhost/~tim/projects/project1/) klick OK.

3.) In Preferences->Quanta-Options (in german "Quanta einrichten"), you will 
see an entry, called PHP-Debug. klick there, and choose "enable debugger" and 
either the php3-listener or php4-debugger.
