 When is this going to be required and what does that mean for code that does 
not comply with this and is in SVN?

 Currently kdebase/workspace/ksplash/ksplashx does not comply, as it uses 
large chunks of Qt3 code. And I currently cannot do anything reasonable about 
it. Getting it to comply would mean getting some kind of Qt that would allow 
such licensing and rewritting it using this code. Other options include 
writting all that code manually, having a black&white rectangle as the KDE4 
splash or bringing ksplashml back from its grave. Given that ksplashx works 
and has only X11 and PNG as its dependencies, that's quite a lot of work for 
only the "happy FSF" sticker (and you can forget any of that for 4.0 except 
for removal).
