There is a policy for KDE sources, 
http://developer.kde.org/documentation/licensing/policy.html ,a quote:

3) Source files that are part of a library in kdelibs must be licensed 
under the terms of any of the following licenses:

  *) LGPL as listed in kdelibs/COPYING.LIB
  *) BSD license as listed below.
  *) X11 license as listed below.
""

The reason for this is that the LGPL, other than the GPL, allows non GPL 
software to use it. So, the lib still does not comply... It should be LGPL, 
or one of the other two.
