Subject:    Home made license in khotkeys

While skimming trough the subdirs in kdebase I tumbled over khotkeys/LICENSE. 
Is there any particular reason why i'ts not a GNU license? Although, the 
license right now reminds alot of a GNUish license. Could someone explain it 
for me? :)
