I think I was overly strict with my settings -- whenever a user plugs
in a USB stick, he/she gets the message:

Access denied to system:/media/sda1

According to "mount":
/dev/sda1 on /media/usb0 type vfat (rw,noexec,nosuid,nodev,sync,noatime,umask=007,uid=1001,gid=100)

When the user logs in via the conssole, he/she can access the USB stick.

Where do I "unlock" access to system:/media/sda1?
