Check if you have /etc/kde-user-profile file. In my file I have:

opac-server:/etc # cat kde-user-profile
[General]
groups=opac,oin

[Groups]
oin=OIN
opac=OPAC


opac-server:/var/lib/kde-profiles # ls -L
OIN  OPAC  ThinClient  simplified
