Sort of, if you put this in kdesktoprc:

[ScreenSaver]
DPMS-dependent=3Dfalse
Enabled[$i]=3Dtrue
Lock=3Dtrue
LockGrace=3D60000
Saver=3DKBanner.desktop
Timeout=3D600

The user will not be able to disable the screensaver. Unfortunaly the user=
=20
will still be able to change the checkbox, even though that has no longer a=
ny=20
effect on the actual settings.
