Sort of, if you put this in kdesktoprc:

[ScreenSaver]
DPMS-dependent=false
Enabled[$i]=true
Lock=true
LockGrace=60000
Saver=KBanner.desktop
Timeout=600

The user will not be able to disable the screensaver. Unfortunaly the user 
will still be able to change the checkbox, even though that has no longer any 
effect on the actual settings.
