ah. yes.
kdm's switching menu is only about switching between existing sessions,
not starting new ones (idea: when you are on a login screen already, you
don't want to start another one). so it does not really enable a user to
do more than we'd be able to without it.
a user session might start another session even when kdm's switching
was unavailable for a lack of a need.
and you can have console sessions opened on other vts.

it might make sense to derive the availability of the menu directly from
the x server option to disable alt-ctrl-fn switching. dunno whether this
is doable in a clean way. or whether it would be possible to do it even
the other way round (make the xserver listen to kdm's wish).
