Actually, you need to put it in the kdeglobals file in one of the (or 
the only) system level directories. Try either:

$KDEDIR/share/config/ or
$KDEDIRS/share/config/

This will of course disable ALL histories in all text boxes. I'm not 
sure if Konqueror gives the option to disbale only its URL bar. Anybody 
else know?
