Hi, all!

I've just cheery-picked the following new features/fixes to 4.2 branch. It
would be nice it someone added them to the release announcement:

1) Fixed dizzy brush outline. Now the brush outline doesn't flicker when
you hover the canvas:

2) Added "Airbrush" and "Airbrush Rate" features to Color Smudge brush.

3) Added "Ratio" feature to Color Smudge brush. It allows making shape of
the colorsmudge brush semi-random

4) Added "Split Layer into Selection Mask" feature (by Saurabh Kumar).

It would also be nice to have some illustrations for these features :)
