* for getting and setting the config option: kis_config.*
* for adding the option to the preferences dialog: kis_dlg_preferences.* 
and wdggeneralsettings.ui
* for disabling the tooltip: KisDocumentSectionView and/or 
KisDocumentSectionDelegate
