Yes, that's a great paper -- and what's more, there's a reference 
implementation available in the form of Raph Levien's Wet Dreams.
In a similar vein, Bill Baxter has made his thesis available together with two 
other classics at: http://www.cs.unc.edu/~baxter/projects/index.html	
(Physicallye Based Interactive Painting, Wet & Sticky, Color Science).

The Salesin paper is easier to implement than Impasto, though, but Wet & 
Sticky looks doable, too.
