Using Perl highlighting in Kate, I highlighted some text and invoked the "comment" \
command, but text wasn't commented.

Text was commented when no text was highlighted - the line containing the cursor was \
commented. 

Text was commented in C++ highlighting mode, when text was highlighted. 

I assume this is because C++ has a multiline comment defined in the XML, while Perl \
does not.

I suggest that the default behaviour should be for all highlighted lines to be \
commented with a single-line comment at the start of the line, unless there is a \
multiline comment defined. Normally the comment marker is placed at the start of line \
rather than at the current cursor position, so this would be a logical extension to \
that.
