Both KDE 2.2.0 and 2.2.1 on Red Hat 7.0 and 7.1, respectively, have the
same bug for us, and it is easy to reproduce:

 - Start Kate
 - Type something like x^2, works
 - Open a dialog, like File/Open
 - Close the dialog with Cancel
 - Typing x^2 produces x2, ie. dead keys don't work anymore

I wonder if this is related to the similar problem with a scientific
software package called Matlab - on Linux the dead keys won't work at all
when using XFree86 version < 4.x.x. It is even stated in their bug
tracking database that the older XFree86 versions have that bug. It just
so happens that we are using XFree86 3.3.6 here, because our graphics
cards are not supported by the 4.x series yet.

Some system info: KDE 2.2.1 on Red Hat 7.1 with all the updates
installed, XFree 3.3.6, kernel 2.4.3-12 on i686.
