This is easily fixable by the administrator... If we do not actually 
provide any service for users then there is no point in even having the 
user login form.

The only think that springs to mind at the moment is so that users can 
write their own content to be published (like a moderated Wiki) or for a 
simple mailing list.

I think until we know what we are doing re: users and such that the 
whole form should be removed.

I've run several Joomla sites and it's quite flexible in what it can do 
in this respect.
