I think it's not a good idea to put it digiKam core because you lost the 
benefice of use this feature like a plugin in kimdaba, gwenview and showimg ! 
Like a kipi plugin, you will have more feedback form users...

This is possible to create a plugin with a dialog and use drag & drop. I use 
drag and drop between host app. and sendImages/MpegEncoder/BatchProcess kipi 
plugins.
