these are from the old days of using xml-gui. the plugin makes a request
for merging its actions into the toolbar or context menu by returing a
yes or no from these functions and host app can choose to merge the
actions of the plugin in any position it desires. since we are not using
xmlgui anymore, these functions are not needed anymore.
