CVS commit by vriezen: 

Get rid of special case for audio/video, making a video ignoring a 'begin' attr.
Move 'par' start/stop logic to its runtime, so it honours 'begin' attr. but
also can be restarted again.
Add 'excl' tag support, needed for interactive presentations. Added
tests/excl_timings.smil as a test case.
