YES !!!!
I am not the only one who care about this :-)
And this mess causes many confusions for packagers.

(When you say "branch", you say "branch 3.1", don't you ?)

absolutely
For example, you have koffice i18n files in branch 3.1, but no koffice code is 
this same branch. Completly illogical.

UNSTABLE :
all in HEAD

STABLE :
kdebase, kdelibs, kdemultimedia, and all the others modules shipped with 
"main" kde : KDE_x_y_BRANCH
koffice : KOFFICE_x_y_BRANCH

And a new branch could be created for each release cycle. For example :
k3b : K3B_x_y_BRANCH
In this branch, you would have k3b source code and k3b.po from 
i18n/kdeextragear-1

Are you sure that kdevelop's release cycle is different ?

Why can't we solve these problems now ?

The problem is that when the release manager creates a branch, he forgets to 
carry about i18n, and he taggs the whole i18n module.
I already filled a bug report, you can vote for it :-)
