Three forms
0) 1 and numbers ending in 1 _exept_ numbers ending in 11
1) numbers ending in 2..9 _except_ numbers ending in 12..19
2) 0 and numbers ending in 0, 11,12..19

          Plural-Forms: nplurals=3; \
              plural=(n%10==0 || (n%100>=11 && n%100<=19)) ? 2 : \
                     n%10==1 ? 0 : 1;

        Baltic family
                Lithuanian.
Example:
0 bylų
1 byla
2 bylos
..
9 bylos
10 bylų
11 bylų
..
20 bylų
21 byla
22 bylos
..
29 bylos
30 bylų
31 byla

        Isn't this the same for Latvian?
