So it is means we are to localize X-server itself, and not only KDE, isn't 
it? 

To make KDE2 speak Russian I had to:

1) export LANG=ru_RU.KOI8-R
(eliminates ??? signs in windows titles, desktop icons and KWrite input). 
BTW, why do they appear there? Aren't they handled by Qt same way as menus 
etc?

2) choose Russia, and set encoding koi8-r
3) NOT choose Russian kxkb layout (doesn't work), but instead tune xkb:
4) modify XF86Config (for 4.0.2) to use Russian keyboard:

    Identifier	"Keyboard1"
    Driver	"Keyboard"
    Option "XkbRules"	"xfree86"
    Option "XkbModel"	"pc105"
    Option "XkbLayout"	"ru"

5) run at start of X-server:
   xrusmodmap jcuken-koi8.xmm
for proper mapping of input.

Done.

Perhaps Ukrainians have similar problems? Sorry if it made for dull reading, 
that is the solution that worked for me. I have been requested to write a 
small HOWTO-KDE-IN-RUSSIAN, so I wonder if there are easier ways?
