While this solution isn't really satisfying, it is currently the only viable
 soultion I see.

I think this font is already being distributed with XFree (The name is
 palladino IIRC). The Problem is that it wouldn't be AA'd on most X-Servers,
 it's no UniCode-font, It doesn't have a shadow and the results aren't really
 predictable.

I don't think that it is that easy.

How do you create antialiased versions of the font on all X-Servers? What do
 you do in case that the language isn't supported by the font? How do you
 create the shadow decently? Is this all worth the time just to save a few
 KB's for half a dozen jpg's being stored in the kde-i18n-files?

Well it's a free Postscript-font iirc.

So in summary there is currently no better way than to create images for
 every language in KDE 2.2 right now. If anyone actually creates a good
 solution which provides AA, shadows and properly displayed fonts and good
 layout in all supported languages without using images then I'd happily use
 that one of course.
