Then you would 

- checkout the before last version (last version before
  this with tag DELETED), 
- save this files somewhere, 
- do "cvs update -A" (the directory should be empty again)
- move the saved files to this directory
- make "cvs add *" for all of them
- make "cvs ci -m'files resurected :)'"

Maybe there is a shorter way. There is a feature "revert changes
between two versions". But don't know if this works for deleted
files. You should read CVS manual for this (info:/cvs in Konqueror)
