To add localised XKB support, one has to learn what XKB is (big manual),
make the implementation, go to the XFree86 people and talk to them to add it
and wait for the new release to come out.

Due to this, several languages are not included in XFree86 3.3.x/4.0.1 and
it is
in general misuse. 

However, it poses a good opportunity, the keyboard support through the X
server.
This means it can be used from within most window managers and graphical
environments.

I believe that XKB support, when it reaches its full potential, it will be
the cleaner
way to support different keyboards and languages.
