Harsh Kumar (harshku@vsnl.com) told me he would be willing to form such
a Hindi team and also offered himself as the coordinator.

U. Mohan Varma (mvarma@cfdlab.aero.iisc.ernet.in) has been working on
Telugu support for a while. But I don't know about his present status.

Finally we have a pretty active Tamil team. See http://tamil.htmlplanet.com
and http://members.home.net/gomathiss/kde.html. Coordinator is
Sivakumar Shanmugasundaram (sivakumar.shanmugasundaram@sun.com).

I would appreciate if you could sort things out with Harsh Kumar and
tell me about the result (who's going to be the coordinator(s), web
site, and the usual team data as shown at http://i18n.kde.org/teams).
