No. <olink>s are done for that.
Perharps the "help:" URL would solve the problem of the
internationalization of such an URL because the kioslave now knows the
.anchors file, but your solution is HTML-only and KDE-only. It's far
from being optimal.
I propose the DocBook team (and especially me and Frederik) helps you to
sort out this on the khelpcenter/quickstart example. Please follow this
discussion in private mail.
