What you describe here, for the first two points, is not French-specific. In fact I was exactly planning to put this type of information on the new documentation work-in-progress page (there is one at http://i18n.kde.org/doc/work_in_progress.html, but it's old pre-conversion-to-DocBook stuff.) The third point could be a very nice extension to the current automated script (the one that produces http://i18n.kde.org/stats/doc/html/doc-fr.html). One could imagine that the script takes a list of "remarks" you put in a separate file and merges it with the automatically generated data. If I remember well, Tobias Burnus is its author.
