Hi!

I already started moving files in kde-i18n again. This time
I created kde-i18n/de and moved docs/de and messages/de into
it. The benefit is, that de will get it's very own configure
and you can go into kde-i18n/de and say "make dist" as
kde-i18n.tar.gz is for small benefit for almost everyone
I know :)
