That's the docmessage, that's not the real file, the real file is 
https://websvn.kde.org/trunk/l10n-kf5/fr/docs/kstars/kstars/config.docbook?view=log

its contents were changed to English in 
https://websvn.kde.org/?revision=1673576&view=revision
