Well, "<link> blah blah > blah blah </link>" is valid XML, unlike
"<link> blah blah < blah blah </link>". That is why the XML parser in
Pology (xml.parsers.expat from Python standard libary) does not
complain.

It could only be that the particular Docbook-to-X generator has an
additional, implementation-specific rule not to allow non-escaped ">"
in text segments.
