Makes sense to me.

However, I am thinking that, since the problem is present in Python 2 as 
well, maybe it is best not to address it as part of the migration?

Changing Message.flag from a set to an ordered set may not be trivial, I 
get 1066 matches for "\bflag\b" in the source code.
