However, it can be installed by specifying -DINSTALL_INTERNAL_TOOLS=1 
when creating the kdoctools binary package in the relevant distribution 
(https://invent.kde.org/frameworks/kdoctools/-/blob/master/src/CMakeLists.txt#L210), 
so that it is provided by the distribution as meinproc5 is available.
