I checked the latest download.kde.org tarballs, but didn't find any package 
with `ml` locale. I checked build.neon.kde.org and found `ml` locale in all 
**stable** and **unstable** builds, but not in **release**. Even the latest 
ones. Packages I checked were dolphin, kfind and konsole. The ml locale for 
trunk & stable are both updated though :/

I checked the release script https://github.com/KDE/releaseme and found the 
variable DEFAULT_EXCLUDED_LANGUAGES. Is `ml` locale excluded in release builds 
or something ? Whereas another Indian language Hindi is available in release 
builds.
