Hello,

I have just created the 0.4 branch to stabilize the next release of Elisa.

I have updated repo-metadata to track stable branch 0.4.

We plan to tag the final release on 19th May 2019 with a string freeze 
starting on 28th of April.

Is it OK for i18n teams ?
