I=E2=80=99m not sure what your proposals a) and b) really entails. For ex= ample,=20 how would the current =E2=80=98kde-workspace=E2=80=99 module look? And how would the =E2=80=98playground-*=E2=80=99 modules be handled? They= =E2=80=99re mostly=20 filled with junk (lots of stuff that haven=E2=80=99t been updated for 5+ = years,=20 don=E2=80=99t compile, and never will be revived), and do not warrant=20 translations. Having them mixed in with the other applications and=20 libraries (which *do* =E2=80=98deserve=E2=80=99 translations) would be ve= ry confusing. The same is, at least partially, true for the =E2=80=98kdereview=E2=80=99= module. Having these=20 mixed in with regular applications makes the translators work filtering=20 them out harder.
